Chris Charland

Interest statement

First off, I am a veteran. I have an extensive 36 year background in the history of Royal Canadian Air Force. I also have written over a thousand newspaper articles and contributed to 22 books along with co-writing a number including 'A History of the Air Defence of Canada 1948 - 1987'. In 1995 retired Captain Don Pearsons and myself founded the Associate Air Force Historian Program at 17 Wing Winnipeg. For a number of years I supported the RCAF Aerospace Warfare Centre at 8 Wing Trenton where I provided them with research and writing on RCAF topics including the Roller Banner program. I

was also Acting Wing Heritage Officer for 5 Wing Goose Bay and 22 Wing North Bay.


If elected, I will continue to bring a high degree of professional experience to the table ensuring the

varied and colourful history of the Royal Canadian Air Force is promoted.

Researcher and advisor for Radio Canada for a story they did on Remembrance Day back in 1991 pertaining to the RCAF and U-Boats if the Gulf of St. Lawrence.

Terry Chester

Interest Statement

Terry wishes to serve one more term on the Board to assist in the transition plan that he was

instrumental in coordinating.


Bio/CV

Colonel (Ret’d) Terry Chester had a distinguished 42-year career in the Royal Canadian Air Force,

accumulating around 8,000 flying hours and holding multiple command roles. Beyond his military

service, he has been actively involved in community projects and veteran organizations.


  1. Early military training and flying career: Terry began his RCAF career in 1964 through

the ROTP program, earning first, Navigator wings in 1968, and flying the Argus Maritime

patrol aircraft, and then Pilot’s Wings in 1972. He was a top graduate in pilot training and

served as the Senior Flight Deck Instructor during the CP 140 Aurora introduction. 


  1. Leadership and international service: After staff college, he held various staff and

command positions, including leading 407 Squadron and serving as senior airlift control

officer in Somalia. Promoted to Colonel in 1997, he commanded the Operations Wing at

NATO Air Base in Germany and participated in operations such as the Kosovo air war. 


  1. Post-retirement contributions: Following his military career, Terry engaged in museum

leadership, aircraft restoration, air cadet instruction, and community service including

organizing events, and serving for over 20 years on the National Air Force association

Board, serving as Chair for about half of that time. He was awarded the Veterans’

Commendation, the Sovereign’s Medal for Volunteers and the King Charles Coronation

medal for his service. for his community and service to country.

Jim Donnelly

Interest Statement

My purpose for joining and seeking reelection is to assist in the revamping of the National Association business operation as it recovers from the recent political and business turmoil. Although I am from the Business world rather than the Military, my father was commissioned as a Navigator in 1944 and my grandfather also served in the RCAF.


Bio/CV

Born 1951 in Peterborough, Ontario. Graduated University of Western Ontario 1973 with a BA in Politics. Attended UWO Law fall 1973.


Withdrew from Law School with leave to reapply, in order to purchase an established Taxicab company in London. Owned, operated and expanded as a regional passenger carrier into other transportation services including School vehicles, Limousines, Airport shuttles to Toronto and Detroit, Highway coaches, City Buses, Paratransit, Non Urgent Ambulances, Chrysler dealership for 5 years, a Marina on Lake Joseph, Aviation operation which included 12 plane hangar at London Airport. Retired 2014 but continue with the hangar rental operation.


Joined the 427 (London) Wing RCAF Association in 2022. Served as Chair in 2023 and Ontario Group Director. The 427 Wing was open only part of 1 day per week. Now membership has grown and a Wing Cafe is open 6 days a week. Currently serving as a Director on the National Board of the RCAFA . Portfolio is assisting Treasurer David Farnsworth.

Interest Statement

As chair of the Finance Committee it continues to be my responsibility to keep the Association on a sound financial footing. This includes developing innovative fund raising strategies such as the auction slated for September 2026. My responsibilities also include oversight of our budget, our contractors to ensure they keep within their contract financial parameters and other spending such as Airforce on the Hill and our magazine.


Most importantly, myself and my team are dedicated to ensuring our members get the biggest bang for there buck. That means attracting new donors, members and again new fund raising strategies.


Finally it has been my privileged to serve as Vice-Chair and to supervise the Kit Shop.


I hope the members will allow me to continue these imports works.

CAPTAIN (RET) ALEXANDER DAVID FARNSWORTH, CD


During my sixty-two years I have been an avid volunteer. I started early at age 16 serving as an assistant scout master. Two years later, I was elected President of the Peterborough Ontario Scouters Association. I continued my relationship with scouting after joining the Canadian Armed Forces (CAF) in 1978. My volunteering continued when in 1987 I was appointed President of the Canadian Forces Base Borden Block Parents program which continued until being honorably discharged from the CAF in 1990. In 1990 I volunteered with 102 Air Cadet Squadron in Barrie, Ontario as a civilian instructor. Two years later I volunteered with 99 Lynx Air Cadet Squadron in Orillia, Ontario when I was appointed an Officer Cadet in the Cadet Instructors Cadre (CIC), a sub component of the Canadian Forces Reserves. Due to injuries suffered in the CAF, I retired from the (CIC) at the rank of Captain in 2013. I went on to volunteer at VETS Canada, The Army Cadet League of Canada and in 2018 was appointed a Squadron Director with the Air Cadet League of Canada, Ontario Provincial Committee and continue to act in that capacity. I am familiar with budgeting, volunteer recruitment and retention. I was a trained instructor in the CAF from 1983 until my retirement in 2013. I am as comfortable speaking at assemblies. From 2012 - 2023 I served as Trustee on the Board of Trustees for the RCAF Association Trust Fund. From 2023 to the present I have been serving as a Director on the RCAF Association Board of Directors as the Vice-Chair and now recently Chair of the Finance Committee. It has been my honour to serve and with to continue to be of service.

Herb Harrison

Interest Statement

Hi, Iam interested in running for the RCAFA board of directors because I believe in the

work they do both for the veterans and youth of our country. I have been involved with

the RCAFA at the wing, group and national levels and have seen first had the great

work that is currently and previously been done. Iam currently working on identification

of wing involvement with the Air Cadet programs. I believe that 100% of our wings are

involved in some way with their local Air Cadet squadrons but there are more squadrons

that need our help, and I plan on identifying where this could happen. I have been

involved in promotion of our veteran’s and our youth most of my adult life and will

continue to do so for a while yet. I have got more out of the program than I ever will be

able to put back but I think this is a great opportunity to contribute to the program.


Bio/CV

I was born in Winnipeg, Mb the oldest of five children, moving shortly thereafter to a farm in

Saskatchewan. In 1959 our mother passed away so dad moved us all to Regina where I finished my

public schooling and started high school. In 1962 we moved to Moose Jaw where I completed my high

school and left immediately for Centralia, ON to start my training in the RCAF. This did not last very long

and upon returning to Moose Jaw driving truck. I met and married my wife (Donna) and I applied to

Transport Canada to work in Air Traffic Services. In 1968 I started my training and over the years worked

in Saskatchewan, Manitoba, Ontario, NWT and Nunavut. During the years moving around the country

(we were only allowed to work in one location for 2-3 years at that time) we had three daughters (two of

which are still in the military). Moving around so much gave us an appreciation for the vastness and

beauty of this country. For the most part the people are exceptional and willing to help at the drop of a

hat. A person could not ask for anything more.


I have not been a member of the RCAF Association for as long as most members of the council, but I

have learned a lot from the distinguished members that have come before me. At the wing level I have

held the position of Vice-President, President, Transport Chair and currently hold the fundraising chair

position for the last number of years. I have held at the Group level Vice-President and President (NOW

Chairperson) four terms. On the National level I have held the position of Director and a member of the

honors and Awards committee and currently the Air CADET Liaison Director. The members that I have

met from across the country were outstanding and a credit to their respective wings. I would like to get

the Members-at-Large more involved within the association. They are ALL members, and their voices

should be heard. I also have held various positions with the Royal Cadian Legion and Lions Clubs

International.


My military career has varied over the years starting with the Air Cadet Program. This program, the

whole cadet program, is the best that I have ever seen. During my cadet years I had the privilege of

going across Canada and parts of the United States seeing things I never would have seen otherwise. I

aged out in 1964 as a WO2 but did not get my wings as I would have liked. I joined the RCAF in 1965 but

did not last very long and joined Transport Canada/Nav Canada as an Air Traffic Specialist which I held

until 2004 when I retired accident free. In 1970 I joined the Cadet program as an officer and worked in

various locations in Ontario, Manitoba, and Saskatchewan. I also aged out in 2004 at the rank of Major

which I never would have obtained had it not been for my colleagues, family and members of the

organization. After retirement I continued with the program as a Civilian Instructor and work both the

corps level and as Summer Camp Supervisor for the Air Cadet Power Pilot Training program. My time

with the Sask Militia District (1995-1996) was also great as a transport and a finance officer for the SYEP

program.

I respectfully submit my application for a position on the Association’s BOD. As our Association is going through a significant period of changes and renewal, I am interested in continuing to contribute to its success by bringing the experience, education and skill set as stated in my bio. Additionally, a lot of my RCAF colleagues that I served with over the years are now general officers occupying senior positions within the RCAF. Now retired, many of them also hold key positions in the aeronautical industry. I expect that this will facilitate communication between the RCAFA, the RCAF and major stakeholders, contributing to their and our success.

Thomas Morin-Cabana

Interest Statement

As an active member of the Canadian Armed Forces and part of a younger generation, I am well positioned to represent and connect with those new generation of military members that are currently serving, while also fostering engagement with veterans and the wider community.


Over the past ten years, I have gained extensive experience serving on boards of directors, both as a member and as chair, vice-chair, etc.. For the past three years, I have been honoured to contribute to this Board, where I have worked to support the Association’s mission and strengthen its visibility in Québec.


Professionally and personally, I possess skills that are increasingly vital for the Association’s growth. My special expertise in social media, web marketing, web hosting, SEO, digital development, and graphic design allows me to create strategies that enhance outreach and ensure our message reaches broader and more diverse audiences.


Fully bilingual and from Québec, I am also able to bridge communication across Canada’s two official languages, ensuring accessibility for all members. It would be a privilege to continue serving and contributing to the Association’s future.

Lieutenant (Navy) Thomas Morin-Cabana, born on October 16, 1997, in Sainte-Agathe-des-Monts, Quebec, has built a career at the intersection of military service, civic leadership, and community engagement. After studying Police Techniques at Campus Notre-Dame-de-Foy, he renewed his involvement with Cadet Canada and soon became active in a wide range of public organizations. With The Duke of Edinburgh’s International Award, he served as Vice President for Quebec, President of the Association of Award Holders, Head of Fundraising, and now acts as Chair of the Quebec Board of Directors and a member of the National Board. He also distinguished himself within St. John Ambulance, where he founded the largest youth department in Quebec. Today, he continues to serve as Provincial Protocol Manager – Quebec, National Coordinator of the Strategic Communications Team, and Coordinator of the “St. John Remembers” program for the Priory of Canada.


On January 16, 2018, at only 20 years old, Morin-Cabana joined the Royal Canadian Navy as an officer aboard HMCS Montcalm. His career then brought him to Ottawa at Canadian Joint Operations Command Headquarters (CJOC HQ), where he specialized as an lead analyst for the Middle East, Asia and Europe. In 2025, he deployed on Operation ARTEMIS / ARMADA as an Intelligence Officer supporting the Combined Maritime Forces under the United States 5th Fleet.


Beyond his military responsibilities, Morin-Cabana devotes his energy to advancing civic and humanitarian causes. He founded The Crown Society of Canada, dedicated to preserving the Crown’s heritage, and serves as President of the United Nations Association in Canada, where he is involved in international humanitarian initiatives. He also sits on the National Board of the Royal Canadian Air Force Association. In 2023, he launched the #InfinitePotential project, raising funds for youth by climbing Mount Kilimanjaro (5,895m), which he summited on July 10, 2023. His message to young people is: “In our dreams, no summit is too high.” This initiative raises awareness to 200,000 people.


He holds a Bachelor of Arts in Military and Strategic Studies from the Royal Military College of Canada and is pursuing a Master of Business Administration at Heriot-Watt University in Edinburgh alongside a Master of Arts in War Studies at RMC. He is also training toward a pilot’s license.


His decorations include the Medal of the Order of St. John (MStJ), the Sovereign’s Medal for Volunteers, the Special Service Medal – Expedition, the King Charles III Coronation Medal, the Vice-Regal Commendation, and the Chancellor’s Commendation of the Priory of Canada.

Ralph D. Murphy

Interest Statement

I am interested in remaining of the RCAF Association Board of Directors for one more year. I have served in the RCAF for 40 years (1969 to 2009) and have been a RCAF Association Members for the past 28 years. I believe i have a lot of background knowledge to assist in supporting our Association roles of Advocacy, Heritage and Youth. I am currently on the Board of Directors as Ceremonial and Ethics Advisory Committee Chair and been on our Atlantic Group Executive in one position or another since 2010.

Thirty Nine years eight month Military career 1969 to June 2009. .

August 1994 transferred to the Air Reserve and from July 1997 to Aug 2000 was

appointed as the first Air Reserve Chief Warrant Officer acting as an ombudsman

for Air Reserve non-commissioned members.


CWO Murphy had thirty one year’s involvement with Col G.N. Henderson

Brookfield, NS Air Cadet Squadron including six years as Commanding Officer

until turning age 65.


His involvement in cadets raised his years in uniform to 46 years.

Involved with the Atlantic Group Executive since his retirement from the Air

Force. May 2012 to 2055 holding position as President. From 2014 to 2015 he

held the position as our Association’s National Ceremonial Advisor and this past

May 2023 has taken over the President’s position again. He is also on the RCAF

Association National Board of Directors as Ceremonial & Ethics Advisory

Committee Chair.

Roger Mussard

Interest Statement

I am in my 10th year as a member of the Association and 500 (City of Winnipeg) Wing. During that time, I have taken up the positions of Second Vice Chair and Treasurer. I have fully participated in Wing activities, both internal and external, especially in association with the Air Cadet League of Manitoba and CFB Winnipeg. I am also the Wing representative to the Joint Veterans Association which organises the Winnipeg Remembrance Day Ceremony.


On a ‘micro’ level I understand the challenges of maintaining, and increasing, levels of Wing membership and I consider that I further understand how that can be translated to the ‘macro’ level of the Association as a whole.


Using the knowledge and experience gained during my Royal Air Force service and in industry subsequently, I look forward to the opportunity to be able to make a valuable contribution to the Association.

Squadron Leader Roger W Mussard RAF (Rtd) - Biography


24 years service as an Engineering Officer in the Royal Air Force including:


1968 – 73 - Successful completion of Officer Cadet and Engineering Degree programmes at the RAF College, Cranwell.


1973 – 81 - Appointments in base maintenance organisations in the UK and Germany with experience on bomber, transport, fighter, and rotary wing aircraft including planning and implementation of changes to maintenance facilities for changes in base assigned aircraft.


1981 – 92 - Appointments in maintenance and operational support organisations, including a Command Headquarters, covering maintenance data analysis, supporting new aircraft programmes, and in service aircraft programmes. This phase was ‘interrupted’ by successful completion of a Masters Degree programme at the Cranfield Institute of Technology (now Cranfield University). Planning budgets and Long Term Costings (forecasting) on a 10 year ‘rolling’ basis for personnel requirements.


1992 – 2016– After emigrating to Canada on retirement from the Royal Air Force, Industrial appointments, including management, in Canada and USA for:


Design, flight testing, and certification of new aircraft and equipment – including Bombadier CRJ-700, Learjet 40, Sino-Swearingen SJ30, and aircraft water and waste systems.


Design, flight testing, and certification, including validation of certification with foreign aviation authorities, of VIP interiors, auxiliary fuel systems, and satellite communication systems.


During this time I complete a Masters of Business Administration Degree at Baker University, Baldwin City, Kansas (2000 – 02).

Walter B. Peckham

Interest Statement

Good day Royal Canadian Air Force Association members, this year I am seeking your support for a Director position on the RCAF Association Board of Directors. I joined 413 Wing of the RCAF Association in 2000. Upon acceptance into the RCAF association I started serving on the committee and held just about every position at the wing level up to President/Chair on three different occasions. I then moved onto the Group level as a member, A/Chair and Group Chair until May of this year. What I bring to you the membership is experience, knowledge, transparency, teamwork, communication skills and lessons learned. I have assisted numerous wings with their By-Laws and Not-For-Profit Act.


I have tutored wings in times of trouble instilling in them what the RCAF Association stands for. I have been involved in numerous projects, most recently the RCAF Association Cairn honouring all of our members Past, Present and Future at the National Air Force Museum of Canada Airpark at 8 Wing Trenton. I am currently the Membership and Recruitment Director. I have a committed team assisting me in creating a new user-friendly Part I, Part II, reports, as well as updating the Membership Booklet and others as they are long overdue and need to be standard across the Association. My commitment to you is; Transparency, my commitment to you the members, two-way communication and positive feedback and an advocate for you as we the members are the RCAF Association.

Good day my name is Walter B. Peckham, I was born and raised in NL. I worked various jobs and attended vocational school prior to joining the Cf 1979. Upon completion of CFRS Cornwallis I was sent to CFSATE to learn the A/C metals technician trade. Upon Completion I was posted to CFB Greenwood working on the CP 140 Aurora until 1985. From there was posted to 408 Tactical Helicopter Sqn. employed on the Kiowa, Twin Huey and Chinook helicopters. In 1989 - 1992 I worked on CC130 Hercules. From 1992 - 1994 I finished at CFB Edmonton with 440 Search and Rescue Sqn on the Twin Otter. From there I moved to Yellowknife with the Twin Otter until 1999. 1999 saw me move to ATESS at 8 Wing Trenton employed as 2 i/c in the metal shop, i/c Welding shop with a 5 year stint in between at Aircraft Structures Engineering section as liaison between Structures engineers and metal, welding, carpenter, composite, painting and upholstery shops until 2007. 2007 saw me return to 14 AMS Greenwood on IR employed in Aircraft Projects sections and as the 14 Wing Tool Control officer until 2011. I then returned to 8 Wing Trenton employed at 436 Sqn servicing and ATESS until my retirement in October 2014. During my 35 years of service I was always an active volunteer in unit, wing and community events, such as community council, MFRC both as a volunteer and Board director.

I have served on the RCAFA National Board of Directors since 2017, primarily as Alberta Group Chair and secondly as Director Ceremonial. I currently hold the position of Director Veteran Affairs Liaison. I am seeking re-election for the position of RCAFA Director Veteran Affairs. I have been heavily involved in dealings with Veteran Affairs Canada (VAC) since 2019. During that time I have assisted numerous fellow veterans in comprehending and navigating the lengthy and complex nuances of VAC, in order for them to receive the benefits (both financial and medical) for which they may be rightfully entitled. I am confident in my ability to assist and contribute positively to veterans' general concerns. I will continue to carry out this important function regardless of the voting outcome. Thank you.


Bio/CV

Michael Roy joined the CF in 1974 at St. John, New Brunswick as an Instrument-Electrical Technician. He was posted to numerous Sqns throughout the CF and has vast experience on numerous aircraft types and fleets. His postings ranged from 431 (Air Demonstration) Sqn in Moosejaw, 442 Sqn and 407 Sqn in Comox, 404 Sqn in Greenwood and finally numerous units in Cold Lake such as 419 Sqn, 416 Sqn, AETE, 1 AMS and 410 Sqn.


He was posted to Cold Lake in 1993 and was promoted to the rank of CWO in Jun 2006. He retired in Oct 2007 after being offered a Reserve position within Director General Alternate Dispute Resolution (DGADR). He was employed as Lead Trainer and Promoter at the 4 Wing Dispute Resolution Center and is a certified Conflict Coach. Michael retired from the CF in 2012 after 37 years of honourable and loyal service.


Michael joined the RCAFA in 2002. He served on the executive committee of 784 (Diamond Jubilee) Wing since 2009, initially as 2nd Vice-President and secondly as 1st Vice-President. In 2017 Michael was elected as Alberta Chair and has remained in that position to date. Concurrently, he has served on the RCAFA National Board of Directors, firstly as Ceremonial Director and more recently as RCAFA Veteran Affairs Liaison. He is married to Evelyn LaPratt.
